WHEN YOU BUILD BIG ENOUGH FOR TOURNAMENTS AND EVENTS, YOU ARE TYPICALLY OVERBUILDING FOR YOUR LOCAL POPULATION. SO WHEN WE GET TO THE PRIVATE OWNERSHIP MODEL, THOSE ARE TYPICALLY SMALLER AND THEY ARE SQUEEZING AS MUCH REVENUE OUT AS POSSIBLE. SO TYPICALLY THOSE AREN'T WHAT THE GOALS AND OBJECTIVES OF A OF A MUNICIPALITY WOULD BE. BUT ACROSS THAT SPECTRUM, THERE ARE A LOT OF WAYS THAT WE CAN BRING MULTIPLE OPTIONS TOGETHER. JUST WANT TO PUT A LITTLE BIT MORE FRAMEWORK INTO THIS IN TERMS OF WHERE WE SEE SOME PUBLIC PRIVATE PARTNERSHIPS ARE TYPICALLY SORT OF TOWARDS THE LEFT HAND SIDE, NOT FULLY TAXPAYER BACKED, NOT FULLY BASED ON PROJECT REVENUES, BUT SOME SHARED MODEL WITHIN THAT BETWEEN THE PUBLIC AND PRIVATE PARTNERS. WHEN WE LOOK AT THE OPERATING MODELS, IF WE'RE ONLY TALKING ABOUT LOCAL RECREATION AS OPPOSED TO FOR PROFIT, OBVIOUSLY THAT SPANS THE SIDE AND THEN FEDERAL FUNDING OPPORTUNITIES, JUST BECAUSE I'M SURE, SURE THAT YOU HAVE LOOKED OVER THE YEARS AT WHAT'S WHAT'S AN OPPORTUNITY HERE. GRANTS ARE TYPICALLY MORE TOWARDS THE TAXPAYER BACKED NEW MARKET. TAX CREDITS ARE TYPICALLY RIGHT IN THE MIDDLE AND THEN OPPORTUNITY ZONES. I'M NOT SURE IF THIS IF THE 260 ACRE SITE IS AN OPPORTUNITY ZONE OR NOT, BUT THERE I'M SURE ARE. LOOKS LIKE SOME HEAD NODS. SO OPPORTUNITY ZONES ARE ANOTHER FORM OF PRIVATE INVESTMENT THAT THAT ENDS UP BEING HIGHLY BENEFICIAL TO THE PROJECT. NEW MARKET TAX CREDITS. BY THE WAY, I SHOULD HAVE MENTIONED THIS WITH ROCKY MOUNT. THE IMAGES THAT I SHOWED YOU ARE FROM ROCKY MOUNT. ABOUT $7 MILLION OF THAT PROJECT WAS FUNDED WITH NEW MARKET TAX CREDITS. IT QUALIFIED BECAUSE WE PUT A HEALTHCARE CLINIC IN IN THAT FACILITY AND SO ON AN ANNUAL BASIS. I THINK THERE ARE MORE THAN MORE THAN A THOUSAND MAMMOGRAMS DELIVERED AT NO COST TO PEOPLE IN THE COMMUNITY THROUGH THAT HEALTH CLINIC, AND THAT ALLOWED THE FACILITY NOT ONLY TO BE THIS GREAT REDEVELOPMENT DRIVER AND A GREAT PLACE FOR ACTIVITY, BUT ALSO QUALIFY FOR NEW MARKET TAX CREDITS. SO THERE ARE A LOT OF STRUCTURES IN TERMS OF WHAT YOU PUT IN THERE THAT CAN QUALIFY YOU OR DISQUALIFY YOU FROM VARIOUS FUNDING MECHANISMS. SO AS I MENTIONED, THE MAJORITY OF THESE PROJECTS ARE PUBLICLY OWNED. I'M GOING TO GIVE YOU ALL SEVEN OF THESE IN A VERY QUICK CASE STUDY RUN THROUGH IN TERMS OF HOW THEY WERE FUNDED AND HOW THEY PERFORM FROM AN ECONOMIC IMPACT STANDPOINT. THE ONE ON THE BOTTOM LEFT, THE FORT BEND EPICENTER. IF YOU'VE BEEN THERE, IT'S IN ROSENBERG OR HEARD OF IT, IT'S IT'S A GREAT FACILITY AND A REALLY KIND OF UNIQUE MODEL GENERALLY, BUT IT'S BECOMING MUCH MORE PART OF THE NORM. IT'S AN 86,000 SQUARE FOOT INDOOR FACILITY AND SEVEN OUTDOOR FIELDS, COMPARED TO THE 200 OR SO THAT 200, EXCUSE ME, THE 200,000 SQUARE FOOT MODEL THAT WE'RE RECOMMENDING HERE. BUT THIS IS ONE OF THE FIRST PURPOSE BUILT SPORTS TOURISM FACILITIES IN THE COUNTRY. I PERSONALLY LED THE FEASIBILITY AND THE OPENING OF THIS FACILITY. TODAY, IT DOES OVER $76 MILLION OF NEW SPENDING IN GATLINBURG AND IN SEVIER COUNTY. AND THAT WAS A PUBLIC PUBLIC PARTNERSHIP, PRIMARILY SCHOOLS ALSO INVOLVED THERE WITH THE LAND COMMUNITY FIRST CHAMPION CENTER. THIS WAS A COMMUNITY, A MULTI COMMUNITY INITIATIVE LED BY THE CONVENTION AND VISITORS BUREAU. THERE THEY HAD 14 COMMUNITIES THAT ALL AGREED TO INCREASE THEIR HOTEL OCCUPANCY TAX AND DEDICATE THAT BACK TO A FACILITY LIKE THIS. SO THIS IS A VERY UNIQUE FACILITY, COST $13 MILLION WHEN IT WAS BUILT IN 2019. IT'S GOT TWO IT'S GOT THREE PODS, A PERMANENT ICE FACILITY, A PERMANENT COURT FACILITY, AND THEN ONE THAT MIXES BACK AND FORTH SEASONALLY. SO THAT FACILITY DOES A LOT OF LOCAL PLAY. THE ICE IS ALL RUN BY A LOCAL NONPROFIT, AND SO IT DOES ABOUT $15 MILLION MOST YEARS IN ECONOMIC IMPACT. THE PODIUM IN SPOKANE, WASHINGTON, LARGE INDOOR TRACK FACILITY, $71 MILLION OF ANNUAL ECONOMIC IMPACT, PRIMARILY DRIVEN BY INDOOR TRACK PROGRAMING. BUT THE INTERESTING THING I THINK, FOR YOU TO THINK ABOUT IS HOW DO THEY GET THE $53 MILLION? IT IS A LOT OF PARTNERSHIPS. SO THE CITY, THE COUNTY, THE PUBLIC FACILITIES DISTRICT, WHICH ACTUALLY TECHNICALLY OWNS AND OPERATES THAT FACILITY, STATE OF WASHINGTON SALES TAX REBATE THAT WAS DEDICATED BACK TOWARDS THIS PROJECT. AND THEN PARKS AND RECREATION OWNED THE LAND AND THEY DONATED THE LAND. THIS IS THE ROCKY MOUNT EVENT CENTER THAT I MENTIONED, $38.7 MILLION IN 2018. IN THE LAST 40 YEARS BEFORE THAT, THERE HAD BEEN NO INVESTMENT IN DEVELOPMENT IN THAT DOWNTOWN COMMUNITY. AND WITHIN THE FIRST 40 DAYS OF US GOING PUBLIC, THERE WERE $4 MILLION OF DOWNTOWN TRANSACTIONS. THERE HAVE BEEN OVER 170 AFFORDABLE HOUSING UNITS BUILT THERE, AND A TON OF ACTIVITY, $26 MILLION OF ANNUAL ECONOMIC IMPACT DRIVEN TO THAT DOWNTOWN, WHICH HAD BASICALLY JUST SHUTTERED BUSINESSES FOR FOR DECADES BEFORE THAT. THE EPICENTER, WHICH I MENTIONED BEFORE, THAT'S THE TAXPAYER BACKED LEASE, $120 MILLION BUILT AND FINISHED IN 2023. STONEHENGE HOLDINGS LLC WAS OUR DEVELOPMENT PARTNER THERE. PHASE ONE 260,000FT■!S. PHASE TO IS UNDER CONSTRUCTION NOW. IT'LL BE OVER 400,000FT■!S, BUT THAT'S ANCHORING A MIXED USE DEVELOPMENT OF 670,000FT■!S OF RETAIL. AND THE TAX REVENUE AND THE INCENTIVES FROM THAT ARE WHAT MAKES THIS FACILITY POSSIBLE TO BE NOT ONLY DEVELOPED, BUT IT'S ACTUALLY PRIVATELY OWNED. IT'S ONE OF THE VERY FEW THAT IS PRIVATELY OWNED BECAUSE OF THE SYSTEM THAT'S THERE IN KANSAS. THEY'VE GOT A PRETTY UNIQUE STATE FUNDING MECHANISM THAT I CAN'T GIVE YOU THE EXACT NUMBER, BUT TENS OF MILLIONS OF DOLLARS COMING FROM STATE FUNDING FOR THIS PROJECT AS WELL. CEDAR POINT SPORTS CENTER, THIS ONE'S TEN QUARTS, KIND OF SIMILAR TO WHAT WE'VE RECOMMENDED HERE. IT DOES $22.6 MILLION OF ECONOMIC IMPACT. SO THAT'S THE DIRECT SPENDING AND ALL OF THESE CASES. IT'S THE FIRST MONEY OUT FROM PEOPLE WHO ARE NOT LOCAL. THAT IS NOT COUNTING ANY DOLLARS FROM PEOPLE WHO LIVE WITHIN 90 MINUTES OF ANY OF THESE FACILITIES. THAT ONE COUNTY HOTEL TAX, WE HAVE A 25,000 SQUARE FOOT MEDICAL TOWER BUILT INTO THIS FACILITY, WHICH ALLOWED US TO GET $11 MILLION FROM A REGIONAL HEALTHCARE PARTNER. AND SO, ACROSS ALL OF THOSE, WHAT I REALLY WANT TO THINK ABOUT OR LEAVE YOU WITH IS SOME THOUGHTS ON HOW MIGHT WE FRAME THIS IN MANNER. AND THEN THE OTHER DEVELOPERS WHO WOULD DO THE COMMERCIAL AROUND THAT WOULD BE BUILDING THEIR BUSINESSES, WHICH WOULD BE MUCH MORE SUCCESSFUL BECAUSE YOU'RE DRIVING PEOPLE TO THE SITE AND TO THE CITY FROM THE SPORTS COMPLEX. AND SO THAT REQUIRES REBATES AND INCENTIVES COMING BACK. AND THEN AS THE CASE IN THAT BLUE HAWK FACILITY I MENTIONED, WHICH IS OVERLAND PARK, BASICALLY KANSAS CITY, KANSAS, THAT'S WHERE THE DEVELOPER DID EVERYTHING. SO THE SPORTS COMPLEX AND THE MIXED USE DEVELOPMENT, OBVIOUSLY, THAT'S A LARGE NUMBER. WHEN YOU GET INTO, YOU KNOW, HUNDREDS OF MILLIONS AND OFTENTIMES BILLIONS OF DOLLARS. BUT THERE ARE SOME GROUPS THAT WE WORK WITH THAT ARE INTERESTED IN THAT MODEL. AND SO, YOU KNOW, I THINK THE MEMO THAT PREFACED THIS PRESENTATION WAS PRETTY CLEAR.
